CBUAE Operational Risk Management Regulation

Operational Risk Management Regulation

Number and year
C 1/2026
Issuer
Central Bank of the UAE (CBUAE)
Status
In force from 14 Sep 2026 (CBUAE Rulebook header). Art. 20.1: effective one month after Official Gazette publication. Art. 19 cancels Circular 163/2018 (Operational Risk Regulation) and the 29 Aug 2018 Operational Risk Standards. No transition period found in the text.
Applies to
All CBUAE Licensed Financial Institutions that are juridical persons: banks, (re)insurers, finance companies, exchange houses, payment firms and other LFIs, including UAE branches of foreign institutions.
Notes

Article numbers checked against the CBUAE Rulebook text. Art. 9 is 'Incident Management' (the internal process); the regulator notification timelines are in Art. 15. The 72-hour rule (15.3) is a separate trigger for 'high-risk Incidents', not a third stage after the 4h/24h reports. Issue date not verified: Trowers says 3 Feb 2026, and Crowe cites Notice CBUAE/BIS-RD/2026/4047 dated 24 Jul 2026. Article 8.9 overlaps with Outsourcing Regulation for Banks Art. 6.1. No new companion Standards were found.

CBUAE Outsourcing Regulation for Banks

Outsourcing Regulation for Banks

Number and year
C 14/2021
Issuer
Central Bank of the UAE (CBUAE)
Status
In force. The Rulebook shows 'Effective from 15/7/2021'; a mirror shows 31/5/2021. Existing agreements had to comply by 31 Dec 2023 (Art. 13.3). Not cancelled by C 1/2026 (Art. 19 of C 1/2026 cancels only C 163/2018 and the 2018 Standards).
Applies to
All banks operating in the UAE, on a solo and group-wide basis (including subsidiaries, affiliates and international branches of UAE banks). Foreign bank branches are addressed in Art. 6.2.
Notes

Art. 9.3 cross-refers to the register as 'Article 4', but the register is in Art. 3 (a drafting slip in the source). C 1/2026 Art. 13.5 adds a parallel non-objection trigger tied to Critical Operations. The product should run both tests: materiality under C 14/2021 and Critical Operations impact under C 1/2026.
